Hook Design by Rube Goldberg

I am sure it must add value to its display, but this plug-in Rube-Goldberg-ian hook system stymied me.  White plug-in hook notches backed by slot mounts mated to metallic pegboard mount. I tried playing with the mounts to see how they worked, but short of ripping it out and attracting the attention of store security, I could not understand its assembly or advantages. Even the staccato placement of hook notches puzzled me, and did not conform to obvious package spacing needs. Could someone versed in the intricacies of high-end cosmetics fixturing explain this to we commoners please? Also see William Heath Robinson, who’s eccentric work predates that of Rube Goldberg.
